Polish Climate Policy Narratives: Uniqueness, Alternative Pathways, and Nascent Polarisation

European Union (EU) climate politics have polarised over the past decade. Poland especially stands out as EU member state that has most vehemently opposed numerous decisions to increase EU’s level of ambition, stirring some turbulence in politics. Yet, with publication Green Deal (EGD) 2019, Commission likewise created Polish parliament’s debate. This article analyses those debates and identifies three distinct policy narratives: <em>Poland is a unique situation</em>, pursues an alternative pathway</em>, <em>climate endangers competitiveness</em>. The <em>alternative pathway</em> narrative, which advocates for continued use coal while capturing emissions, faded at roughly same time when EGD was proposed level. Simultaneously, <em>unique situation</em> calls recognition Poland’s uniqueness combination increased (financial) support, became stronger. analysis confirms dominance governing party’s narratives, but contrary previous studies, detects nascent polarisation on between right-wing political parties, one hand, centre-right centre-left other.
